Citizens Advice Scotland (CAS), based in Edinburgh, is the umbrella organisation providing support to Citizens Advice Bureaux (CAB) across Scotland. The Citizens Advice service helps hundreds of thousands of people resolve their problems each year by providing information and advice, and by influencing policymakers.  Citizens Advice Scotland (CAS) works in partnership with Scottish bureaux to ensure an effective quality service for all citizens in Scotland.  

We are recruiting for 2 x Policy Officers. One role will be full time (35 hours per week) and the other will be part time (28 hours per week). The purpose of these roles is to be a strong voice for consumers in Scotland and work to ensure that the Scottish consumer interest is well represented to Government, policy makers and public and private organisations across UK and European markets. In CAS we prioritise and take action on the issues faced by the vulnerable, poor and socially excluded citizens and consumers of Scotland.  

The successful candidates will build an understanding of consumer issues through analysing evidence, conducting research and monitoring policy developments and use this evidence to influence policy in the interests of consumers.  

The successful candidates will have demonstrable experience in the above areas, have at least two years’ experience in a similar role and relevant qualifications or equivalent professional experience.  Specifically, they will be able to analyse documents and statistics; produce effective reports and briefings; and communicate confidently with a variety of individuals and groups. 

Finally, they will have an understanding of the policy-making process at local, Scottish and UK government level, and experience of working in partnership with other organisations with common concerns.

  1. Experience of undertaking high quality statistical analysis out with academic studies Experience of managing research projects out with academic studies

  2. Demonstrable experience of influencing external policy / decision making

  3. Experience of analysing policy documents and writing research reports out with academic studies

  4. Experience of liaising with parliamentarians in both private and public meetings Knowledge of data analysis (quantitative and qualitative) methods

  5. Thorough knowledge of policy making spaces at UK and Scottish level.
