Scottish Tenancy Deposits will be Protected
The Scottish Government has acknowledged it is “time to take strong action" over tenancy. In a new compulsory national scheme, rent deposits will be safeguarded, creating a fairer system for landlords and tenants. This scheme should aid a reduction in the number of unfairly held deposits; ensure that funds are available to repay deposits disputes will be settled in a fair way. CAS was part of the Scottish Government working group of tenants, landlords, agents, consumer group, and housing organisations which made the decision. The Private Rents and Tenancy Deposit Working Group reached consensus at their final meeting in September and the scheme, which could be in effect by 2010, was announced shortly after by Alex Neil, the Housing and Communities minister. CAS first drew attention to this issue in 1998, with the publication of our evidence report ‘Unfair Deposit’ . In that report, we proposed piloting a rent deposit initiative, with a view to subsequently rolling it out as a compulsory scheme across Scotland.
